School Comprehensive Improvement Plan

  • SCIP: A GUIDE FOR DATA DRIVEN DECISION MAKING

Saint Paul Public Schools engages in a process of continuous improvement. At the school level, a major tool in the improvement process is the School Comprehensive Improvement Plan (SCIP). The SCIP is a strategic document that district schools use to identify a school's needs and priorities for areas of improvement priorities.  The ten components of the SCIP are: Overview, Data, Analysis, Goals, Strategies, Aligned Learning, Title 1, Family Engagement, Assurances and Signatures.

A school improvement plan is necessarily based on the actual assessed strengths and needs of students at the school. School staff and other persons involved in creating the SCIP utilize district and school-based assessments to review students' status and progress on all of the No Child Left Behind (NCLB) federal law indicators, as well as other key state and district indicators, such as the Minnesota Comprehensive Assessments (MCAs), and others.

In addition, schools analyze student demographic data and other performance indicators such as attendance rates, discipline, graduation rates and enrollment in higher education in determining the areas which the school must emphasize in order to bring about higher levels of student proficiency and success. SCIP Goals and Improvement Strategies are determined at the school level based on conclusions drawn following careful analysis of this data.
