Goal Summary

The goal of the Saint Paul ABE EL Civics Program is to provide a bridge from Literacy-level ELL programming to entry level work and to the occupational preparation courses currently offered at the Hubbs Center in St. Paul, Minnesota.  This will be accomplished through two tiers of programming.  (See EL Civics Flow Chart for visual.)

  1. Tier 1 will span EL learners from Literacy to High Beginning ESL, offering them authentic work and language practice through tailored work experience simulations and thematic CASAS-aligned units of instruction.
  2. Tier 2 will span EL learners from Low – High Intermediate ESL providing authentic practice of essential work-readiness and functional language skills through units of instruction that correspond to the occupational prep courses currently offered:  Certified Nursing Assistant Preparation, Commercial Drivers License, Boilers License, Introduction to Building Trades, ServSafe, Medical Assembly, and Child Development.  These units of instruction will introduce the foundational concepts and language skills developed in the occupational prep courses.
